Referrals are "business card" referrals that visitors to Get Legal Help are provided when:

* There is no open OTIS handshake referral we can make for the specific visitor
* The visitor opts to click on "Other options" in the sidebar

Individuals can also use Get Legal Help to get forms and legal information.
